NADA Legislation

There are three main parts to the NADA Act :

Novelty/Redundancy, Animal Testing Necessity, and Plan of Care

Novelty/Redundancy

How necessary is your product? It must be proven that your product or procedure is life saving or dramatically life enhancing.

The other part is that your product must be novel or add a layer of redundancy. Meaning, there is nothing currently existing that performs the same function as the proposed product. Alternatively, if you are making a medicine for a disease, if your product ensures a safety net should the primary treatment fail, your product could be considered a necessary layer of redundancy.

If both requirements are fulfilled, then you move on to the next requirement.

Animal Testing Necessity

Is animal testing the only way to start/continue with your journey to create your product?

It must be proven that non-animal testing methods are insufficeint for the development and release of your product. Meaning cell culturing, computer modeling, or invertebrate animal testing cannot alone test your product to develop its safety/effectiveness.

Additionally, it must be proven that human trials are too risky to perform without first perfoming on animals.

Plan of Care

The animal care plan must cover :

Housing
Quality of life measures
Plans for tests
Pain and suffering mitigation
Animal treatment tracking

Animals must be treated humanely with as little suffering as possible.
